NOTICE OF RACE 12 METERE I RISØR CUP OG 8 AND 9 METERE I WANDA-CUP 2018

 

1 RULES

1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing.

1.2 The applying prescriptions of the Scandinavian Sailing Association will be incorporated into the sailing instructions.

1.3 NSFs and Norwegian Sports Confederations (NIF) general rules regarding children in sports, license, advertising, doping and right to participate will apply.

1.4 The Rules are changed as follows:

– Rules 30.2 and 30.3 will be changed by the prescription of the Nordic Sailing Federation. The base of the triangle in these rules includes the extensions of the starting line to the starting vessel and to a control vessel in the opposite end.

‐ Rules 35 and A4 will be changed to state, that boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish.

– Rules 44.1 and 44.2 will be changed by stating that a boat may take a One-Turn-Penalty instead of a Two-Turn-Penalty when she may have broken a rule in Part 2.

– Rules 61.3 and 62.2 will be changed to coordinate the protest time for competitors, protest committee and race committee.

– Rule 66 will be changed to shorten the time limit for reopening protest hearings.

– Rule A4 will be changed by stating, that at boat starting later than 5 minutes after her starting signal will be scored Did Not Start.

The changes will appear in full in the sailing instructions.

1.5 In the event of conflict between the Notice of Race and the Sailing Instruction, the Sailing Instruction shall prevail except that neither shall change nor alter any class rules.

2 ADVERTISING

2.1 Boats may be required to display advertising chosen and supplied by the organizing authority.

3 ELIGIBILITY, ENTRY AND REGATTA OFFICE

3.1 The regatta is open to all 12, 9 and 8 mR boats.

3.4 Regatta Office will be at Sparebanken Sør, Torvet 2.

4 FEES

The entry fee is NOK 1000.- per boat.

5 SCHEDULE OF RACES

5.1 Registration: Wednesday 1. August from 4:00 pm to 9:00 pm.

5.2 Dates of racing

Warning Signal for the 1st race of the day

Thursday 2. August 12:00 am

Friday 3. August 12:00 am

Saturday 4. August 12:00 am

5.3 The warning signals for the following races of a day will be made as soon as practical possible.

5.5 A maximum of 9 races will be conducted.

6 HANDICAP

6.1 8mR will race scratch and scored accordingly.

6.2 Corrected times for the 12 meter class will be calculated according to the Baltic Handicap System.

6.3 Corrected times for the other classes will be calculated according to the KLR system.

7 SAILING INSTRUCTIONS

7.1 The sailing instructions will be available at registration.

8 VENUES

8.1 The regatta harbor will be the stone pier off Strandgata, Risør.

8.2 Courses will be sailed on the waters south and / or north of Risør.

9 THE COURSES

9.1 The courses will be «Windward/Leeward courses» and on fixed marks.

9.2 The planned sailing time for the first boat is 50 minutes. A shorter or longer sailing time will not be grounds for redress

10 SCORING

10.1 The”Low-point-scoring System” as per Appendix A of the RSS shall apply

10.2 When fewer than five races have been completed, a boat’s series score will be the total of her race scores.

10.3 When from five to seven races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

10.4 When more than seven races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

11 SAFETY

11.1 Norwegian legislation requires every boat to be equipped with personal buoyancy for the number of persons on board at any time.

12 RADIO COMMUNICATION

12.1The Race committee will use VHF Channel 77 for instructions to all boats.

12.2Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

13 PRIZES

13.1 Prize giving will take place according to the Wooden Boat Festivals program.

13.3 Prizes will be awarded on a ratio of one per each three boats.

13.3 Perpetual trophies will be awarded the winner of 12- and 8- meter classes.

14 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

15 INSURANCE

Each participating boat shall be insured with valid third-party liability insurance.
